Cookies by Design was started in 1983 by an unemployed housewife Gwen Willhite. The company provides customers with the cookie bouquets – the combination of two traditional gifts - flowers and sweets. The sweet and flowers are elaborately arranged in baskets to serve as tasteful gifts for any occasion. In 1986 the entrepreneur moved her business to Dallas, Texas and a year later the first Cookie Bouquet shop was opened.

nowadays Cookies by Design is headquartered in Plano, Texas. In 2004 the name Cookie Bouquet shops was changed to "Cookies by Design".
